Considerando che la scart esce in 576i direi che è difficile.

Quello che si può fare è prendere un decoder con hdmi e upscale a 1080p ovviamente su un monitor 1080p e hdmi/dvi.

Altrimenti i vari decoder sarebbero molto più piccoli e consisterebbero di una singola e piccola scheda.
